Depends on what age car actually is ? I see you have a 69AS ? but you say 1980 ?
Could be door panel been replaced, from a vehicle with different mirrors of had mirror removed or changed ?
That's the hole for the mirror remote control that is on later Spiders, but I don't know if they had them in 80. My 82 has the remote mirror with that hole. My guess is the same as Joe, they filled the holes when they painted it. It should have a big hole with 6mm theaded holes on each side of it on the door for the mirror to mount.
'79-82 had remote controls for the mirrors on the drive side. A common failure iwas for the contol lever to break and fall into the inside of the door. What style of mirror do yo have?
If it was replaced with a non remote mirror.... Re covering the top of the panel to cover the hole is not difficult.
The Tan plug is for the emergency crank which is used when yor power windows fail....
i dont have a mirror and i need a black plug for the mirror. and i dont think the switch works for the window. but i just realized this last nite,
i just picked up the car and there was no spark, so im waiting for a couple electronic parts, but i will see why the widows dont work

If you decided that you need to remove the door panel (to diagnose or repair the power windows) you will find that the black top 1/4 of the panel is removable. Buy $20 of black vinyl, some spray contact cement and recover the top of the panel. It's not too hard and really makes the interior look better.
The power for the windows runs through the switch... Not the best plan. Check your motors for continuity. The most common failure is the switch however.
